=== Government of Qatar === The Qatari government denied any involvement in the scandal with the Qatari Mission to the European Union saying, "[t]he State of Qatar categorically rejects any attempts to associate it with accusations of misconduct. Any association of the Qatari government with the reported claims is baseless and gravely misinformed. The State of Qatar works through institution-to-institution engagement and operates in full compliance with international laws and regulations." They later accused the United Arab Emirates of "orchestrating" the scandal. Journalist Jack Parrock reported that the Qatari government claimed "everyone" believed that the UAE was behind it.
